We are a team of dedicated workers’ compensation insurance professionals

Barry S. Lovell serves as CEO & President of Lovell Safety Management Co., LLC & brings more than 32 years of experience in workers’ compensation insurance & safety group management. A recognized leader in the New York workers’ compensation industry, Barry serves as President of the Association of Safety Group Managers & on the Board of AMCOMP, the American Society of Workers’ Compensation Professionals. He is also a recipient of AMCOMP’s prestigious “Legends” Award, recognizing lifetime achievement & significant contributions to the workers’ compensation profession.

Steve Bell serves as Vice President of Underwriting & Sales and brings more than 36 years of workers’ compensation insurance experience to Lovell. Prior to joining Lovell, Steve served as Director of Underwriting for NYSIF, where he oversaw one of the largest workers’ compensation underwriting operations in the country. His expertise spans underwriting, pricing, business development, operations, strategic planning and technology, giving him a unique perspective on developing complex insurance solutions that deliver long-term value for employers and broker partners.

Joe Raffanello serves as Vice President of Claims & Legal Counsel. Joe brings extensive legal & claims experience to Lovell, with expertise in workers’ compensation, general liability, litigation management, claims strategy & regulatory compliance. Prior to Lovell, Joe served as Associate General Counsel at Tradesman Program Managers & was a Partner at Chartwell Law. His legal & claims experience brings a practical perspective on complex claims & litigation to Lovell’s clients & broker partners. Joe earned his Juris Doctor from New York Law School.

Wael Khalil serves as Vice President & Director of Safety & Health Services providing leadership & expertise to a staff of safety professionals. With over 32 years in the field, Wael is a Certified Safety Professional (CSP), a Licensed New York City Site Safety Manager (SSM), NYC Licensed Construction Fire Safety Manager and NYSDOL Code Rule 59 Consultant.  Wael holds a Master’s Degree in Environmental and Occupational Safety & Health and is an active member of the American Society of Safety Professionals and the Safety Executives of New York.

Annette Malpica continues her longstanding relationship with Lovell as Claims & Legal Counsel Emerita. A highly respected leader in the New York workers’ compensation community, Annette brings a rare combination of legal, medical and claims expertise as both an attorney and registered nurse. Her distinguished career includes senior management and legal roles with large, complex workers’ compensation programs, as well as leadership positions as Chair of the New York Self-Insurers Association, President & Executive Director of the New York Claims Association, and a Board member of AMCOMP.
